Animals
The Wenatchee Valley Humane Society contracts with the City of Wenatchee for animal control and serves as the local animal shelter. The Humane Society cares for stray and owner-surrendered pets.

Adoption fee includes spay/neuter, initial vaccinations, a permanent microchip [identification], health exam by veterinarian and a complimentary ID tag. 

Other Information:

Animal Control: Available 24 hours a day, 7 days a week. Animal bites need to be reported to the Wenatchee Valley Humane Society. Animals that bite people will be quarantined for 10 days for a health check.
Barking dogs: The Wenatchee Police Department handles barking dogs that are disturbing the peace. They can be reached through Rivercom at:  (509) 663-9911.
Dead animals: The Humane Society will collect dead animals. If the animal belongs to you, there is a fee.
Leash Law: All dogs must be restrained by a leash no more than eight feet in length when removed from the premises of the owner.
Licenses: All dogs and cats four months of age or older must have a valid license. A person shall keep no more than three dogs or more than three cats that are over four months of age on any premise in the City without an excess pet license.

Sanitation: All cat and dog feces in a yard, cage, or run must be removed once every 24 hours. Owner / handler must remove fecal matter deposited by their animal when on public property.
Traps: Humane traps are available at the Humane Society for scared or feral animals.

Clean Up
The City of Wenatchee contracts with Waste Management, Inc. to provide one free dump and two free yard debris dumps per year at the transfer station on South Wenatchee Avenue. In addition, there is a spring program to dispose of appliances. For information on these programs call:  (509) 662-4591.  The City of Wenatchee also has a Neighborhood Chipping Program. Neighborhoods interested in signing up for help with clean up can contact the Parks Department at: (509) 888-3284.  Advance notice is necessary.

Dispute Resolution
About Wenatchee Valley Dispute Resolution Center: 
Wenatchee Valley Dispute Resolution Center (WVDRC) is a nonprofit 501(c)(3) organization serving Chelan and Douglas counties and dedicated to changing relationships through peaceful conflict resolution.  Together with our team of volunteer mediators, the WVDRC provides cost effective mediation services, conflict resolution training, and community education.  

Mediation is an alternative method of dispute resolution.  Common types of mediation include resolving civil conflicts related to family, parenting plans, dissolution of marriage, neighbor-neighbor, tenant-landlord, workplace, eldercare, and small claims.  Mediation services are provided on a sliding scale.  Website: https://www.wvdrc.org/  or by phone: (509) 888-0957

Drug Prevention and Support

Emergency Housing / Shelter Issues
The Chelan-Douglas Community Action Council offers the following programs and may be contacted at:  (509) 662-6156 (programs for those at 125% or less of the poverty level):

  • Emergency Crisis Intervention Program: Help when a family has a PUD disconnect notice, needs emergency shelter, or needs repair of a heating system (for homeowners only)
  • Emergency Shelter: Several programs are coordinated for those that find themselves without a home or shelter
  • Housing and Self Sufficiency: A two-year program to provide affordable and transitional housing with case management


Employment Assistance
For assistance in moving from public assistance (TANF) to a transition to stable employment, Chelan-Douglas Community Action Council:  (509) 662-6156 offers job training opportunities through WorkFirst. Other employment opportunities are available through Work Source at:  (509) 665-6605. 


Employment Training / Farmworker Assistance
Job training is provided by SkillSource:  (509) 663-3091 or OIC (Farmworker Training):  (509) 665-3727 and Wenatchee Valley College (see Education). The North Central Technical Skills Center:  (509) 662-8827 provide specialized training. For Migrant Education and Assistance, the Wenatchee School District offers several options:  (509) 663-8161 ext. 229 or 322.

Food Banks / Distribution
Twelve food banks are operated by the Chelan-Douglas Community Action Council:  (509) 662-6156. Surplus government food is distributed the third full work week of each month. Proof of residency is required. 


Garbage
Waste Management of Wenatchee:  (509) 662-4591 handles all problems with garbage, including missed garbage pickup, no lids on garbage cans or missing cans. They also manage the curbside recycling program. For other recycling opportunities in the Wenatchee area, please visit Sustainable NCW. For overturned garbage cans in parks, contact the Wenatchee Parks Department at:  (509) 888-3284. Excess garbage that is not collected and poses a health hazard needs to be reported to the Chelan-Douglas Health District:  (509) 886-6400 or the City’s Code Enforcement Office:  (509) 888-3270. 


Health Care
 
Confluence Health is an affiliation of Central Washington Hospital:  (509) 662-1511 which serves as the regional hospital and referral center for North Central Washington, and the Wenatchee Valley Medical Center:  (509) 663-8711 which is a multi-specialty group practice with a regional focus that provides services from primary care, to a walk-in clinic to a cancer treatment center. The Breast, Cervical and Colon Health Program is a state funded plan that covers cancer screenings and services for people who are underinsured or uninsured.

Columbia Valley Community Health (509) 662-6000 and the Chelan-Douglas Health District are resources for a variety of health concerns and offer services on a sliding fee scale. Columbia Valley Community Health offers primary medical and dental services, WIC nutritional services, First Steps and maternity support, diabetes education, lab, x-ray and a pharmacy. The Chelan-Douglas Health District:  (509) 888-6400 deals with maternal health, First Steps, immunizations, AIDS and STD’s, and WIC.   


Housing Assistance 
The Housing Authority of Chelan County can be reached at:  (509) 663-7421 and offers the following programs (for those 125% or less of poverty level)

  • Agricultural Worker Housing: Housing provided for those who make 71% of their income in agricultural work
  • Elderly Housing: Housing designed for senior citizens or the disabled
  • Home Ownership: A program to assist in the purchase and rehabilitation of homes for low-income, first-time home buyers
  • Rental Assistance: Very low income participants rent existing housing within the community and pay 30% of their adjusted monthly income toward rent

The Chelan-Douglas Community Action Council at:  (509) 662-6156 offers several programs, including transitional housing and permanent, affordable housing. The City of Wenatchee offers a discount on City utilities based on income eligibility criteria. For more information, call:  (509) 888-6217 or (509) 888-3252.

  • Energy Assistance: Chelan County PUD customers who are seniors or handicapped may apply for a monthly energy credit.
  • Home Repair: This program offers home repairs in conjunction with weatherization
  • Weatherization: Program for home weatherization for both home owners and renters

For those at 150% of the poverty level, Wenatchee has a very active Habitat for Humanity program at (509) 663-1889. Families are chosen based on need, help participate in building their own home, and provide for the down payment through their “sweat-equity”. 

Illegal Drug Activity
If you suspect illegal drug activity, call the Columbia River Drug Task Force at:  (509) 664-2310. This agency serves as an investigative branch. If you need police attention, call 911. For non-emergency notification call:  (509) 663-9911.


Irrigation Canal
The Wenatchee Reclamation District:  (509) 663-0002 manages 34 miles of irrigation canal, some of which travel through the City of Wenatchee. The canals irrigate our Valley for a variety of uses, including the agriculture industry.


Landlord - Tenant Issues

The Northwest Justice Project:  (509) 664-5101 offers landlord-tenant dispute resolution services. 


Legal Assistance
For those at 125% or less of the poverty level, the Chelan-Douglas Community Action Council provides information and referrals regarding divorce, child support and modifications, landlord-tenant disputes, wills and power of attorney. There are weekly advice and counseling clinics, weekly dissolution clinics, and some direct representation. Contact the Chelan-Douglas Community Action Council at:  (509) 662-6156 for more information. Columbia Legal Services:  (509) 662-9681 also provides legal assistance based on income. Northwest Justice Project:  (509) 664-5101 provides assistance to farmworkers on housing, job, landlord – tenant disputes and manufactured housing issues.

Noise
The noise ordinance defines a violation as a sound that unreasonably disturbs another and can clearly be heard at a distance of 50 feet or more. To report a violation, call Rivercom at:  (509) 663-9911.


Outdoor Burning
With the exception of licensed agricultural uses, outdoor burning is illegal in the City of Wenatchee. For more information, call:  (509) 888-3244.


Property Ownership
The Chelan County Assessor’s Office can be reached at:  (509) 667-6365 or visit www.co.chelan.wa.us . This office keeps files on all properties in Chelan County and is located in the Chelan County Courthouse.

Rats
Around your home, properly dispose of all organic debris at the transfer station and call an exterminator for assistance. Compost piles of yard waste generally do not present a problem for rats, but the garbage that people dump around their property can be an attraction. If you have a rat travel to your home through the sewer line, contact the City Water Resources Division at:  (509) 888-3200.


Recycling
The City of Wenatchee has a curbside recycling program for paper, plastic and cans operated through Waste Management of Greater Wenatchee:  (509) 662-4591. Several clean up programs are also coordinated through the Chelan County Solid Waste Division at:  (509) 667-6415. Commercial recyclers include Central Washington Recycling at:  (509) 663-6671. Transportation
LINK Transit:  (509) 662-1155 is a bus service that serves Chelan and Douglas Counties. Columbia Station at Columbia and Kittitas streets is the main transportation center for area modes of transportation. LINKPLUS at:  (509) 662-3569 provides pickup and delivery service for senior citizens and the disabled.


Trees
If you are concerned about a tree along a street in the downtown area, (i.e. the potential conflict with a building improvement or signage) contact the Wenatchee Downtown Association at:  (509) 662-0059.  

The City’s Parks Department at:  (509) 888-3284 manages numerous trees in our parks and along City streets. Please be aware that they are public property and there is a plan in place for their grooming and upkeep. To have a public tree pruned, trimmed or replaced, contact the Parks Department.

Zoning / Housing Code Violations
Zoning and housing code issues are handled by the Department of Community Development. Some areas of concern may be: 

  • Businesses in a residential area
  • Illegal housing units
  • Hazardous buildings
  • Open vacant houses
  • Substandard Housing

  • Zoning

With respect to substandard housing, hazardous situations, trash, and vacant housing, contact the City’s Code Compliance Officer at:  (509) 888-3270.  It is important to note that the Landlord - Tenant Act protects tenants in situations where their living conditions do not meet minimum housing codes. Columbia Legal Services:  (509) 662-9681 and Northwest Justice Project:  (509) 664-5101 offer assistance to those meeting income / farmworker criteria.
