In 2012, the Wenatchee City Council approved Resolution 2012-101, establishing a one-year demonstration project for the private use of public space for the purpose of outdoor seating.
In 2016, the City Council also approved a pilot program to allow parklets and streateries. Both initiatives were then extended on multiple occasions through the end of 2020 with the intent that staff would draft a code revision that encompasses the best practices of the demonstrations and pilot programs for permanent adoption in the code. The most recent extension also allowed for temporary outdoor displays of merchandise for retailers as well as other flexible right of way uses in order to support the COVID-19 pandemic physical distancing requirements.
Staff in Community Development, Public Works, and the Mayor's Office worked closely to review the past programs and their respective impact and gained feedback from the Wenatchee Downtown Association to understand the needs of local businesses in crafting Ordinance No. 2020-22. This outdoor dining ordinance allows for the use of public streets and sidewalks for private uses when the use is incidental to a legal permitted use (parklets are exempt from this requirement) and is limited to the frontage of property in which the subject use is occupied.
Additionally, restaurants and retail establishments may use the public space along its building frontage to display goods and storefront enhancements.
