Effectiveness Studies

The Eastern Washington Phase II Municipal Stormwater Permit requires permittees to plan or participate in a Stormwater Management Program Effectiveness Study.  The effectiveness studies is intended to gauge how well programs are working to reduce pollutants into state waters.

BMP Owner Awareness

The WVSTAC in partnership with the City of Pullman completed for the BMP Owner Awareness Effectiveness Study in January of 2023. The study goal was to determine the how familiar residents are with the BMPs and Operations and Maintenance Agreement (O&M agreement) associated with their neighborhood. Results of the study indicated the majority of respondents are at least slightly familiar with the stormwater BMP in their neighborhood, but very few residents were familiar with the O&M agreement. Mobile Contractor Education and Outreach Effectiveness Study

In 2016, cities and counties in Eastern Washington covered under the NPDES Municipal Stormwater permit were surveyed regarding types of illicit discharge complaints. It was discovered that complaints were primarily generated from four types of mobile businesses: painting contractors, carpet cleaners, concrete contractors, and food vendors. In 2010, the Wenatchee Valley took part in the "Dump Smart Program" and beginning in 2018, the a study began to evaluate the effectiveness of the Dump Smart Education and Outreach Program. The study was completed in 2019 and the final report of the study can be found here.
