Why is the City doing this Project?
As part of its comprehensive utilities plans, replacement of aging pipes of great importance to mitigate problems and failures associated with pipes that are beyond their useful lifetimes. Roosevelt Street from Spokane to Kittitas is in need of utility improvements to the storm-water and drinking water systems. The water system is a dead end 6-inch and undersized 2-inch pipe system running through backyards including lead parts dating from 1930. The street has an existing storm-water main but lacks curb and gutter as well as catch basins to capture the storm-water. These systems must be replaced and upgraded to maintain an adequate level of service to the area.
What will the Project include?
This project will upgrade the water, sewer and storm-water in Roosevelt Avenue between Kittitas Street and Walker Avenue. It will abandon this section of dead end pipe and eliminate lead parts from this area. A new pipe will be installed in the Roosevelt right-of-way to replace the substandard and aging pipes create a looped water system tied into the existing network at both Kittitas and Walker.
The water main is an old 6-inch cast iron pipe feeding a 2-inch galvanized pipe and may have some lead parts and fittings. Four of the homes are served off the 2-inch pipe water line from the back of the houses off of Malaga Avenue. With this project the City will change the water services' connection points to the new Roosevelt Avenue infrastructure. The sewer is an old 8-inch line which will be lined to extend its life. The 10-inch storm-water pipe that is in place is in good condition, but does not have catch basins or curb on the streets to capture sheet flows. The storm-water retrofit will include the installation of catch basins, as well as curb and gutter to improve surface water flow management.
The utility work will require ground disturbing activities within the existing city right-of-way and some on site private property work to replace the water service lines. The roadway will be repaved after excavation for the new utilities.
What to expect
This Project will kick off in 2025. The working hours will be between 7:00am - 5:00pm. There will be intermittent lane closures. We do not expect any power outages or water shut offs. This project is partially funded through Public Works Board (PWB) Pre-construction Program. All work performed on this project will be subject to the higher of the prevailing state or federal wage rates. General contractors and all subcontractors must meet DWSRF requirements or provisions and be licensed to conduct business in Washington State.
