The City may need to acquire property to construct, operate, and maintain the Confluence Parkway Project. If your property is impacted by the Confluence Parkway Project, a representative will contact you to explain the process and review your rights as a property owner. For more information, please see the links below.

Impacted property owners will receive an offer letter that explains what is needed for the project. Every property and property owner’s situation is unique. In general, one or more of the following will apply:

  • A portion of your property is needed.
  • All of your property is needed.
  • A restriction of access to the street from your property is needed.
  • A temporary right of entry on your property is needed.
  • A temporary easement on your property is needed.
  • A permanent easement on your property is needed.

The Washington State Constitution requires the government to pay just compensation before acquiring private property for public use. Just compensation is an estimate of the compensation due for the property based on the fair market value of the property. The City will prepare and give you a report that provides an estimate of the fair market value of your property. The report of value you receive is based on either an administrative offer summary or an appraisal.

Property owners and tenants may be eligible for relocation benefits upon written notice of eligibility from the City.  If eligible, a relocation specialist will contact you with detailed information on your rights and any benefits that are available to you.

Information on the right-of-way acquisition process and relocation benefits that may be available to affected property owners and leaseholders can be found at the links below, along with an approximate timeline planned for completing the right of way acquisition activities.
